Permanent residence in Costa Rica: three years of temporary residence, freedom to work and the four year absence rule

Last verified: 2026-10-29 · Status: Stable

After three consecutive years of temporary residence, a foreigner, spouse and first degree relatives can apply for permanent residence; parents, minor children and minor siblings of Costa Ricans may apply directly. Permanent residents may do any paid work. They must keep uninterrupted CCSS insurance to renew the card, and lose status after more than four consecutive years abroad without justification.

Colón figures use the Banco Central de Costa Rica reference selling rate of ₡454.82 per US dollar published for 29 October 2026 (indicator 318 on bccr.fi.cr), which is also the rate Ley 8764 tells payers to use for fees set in dollars. Fines set in salarios base use the 2026 salario base of ₡462,200 (Circular 246-2025 of the Consejo Superior del Poder Judicial, under Ley 7337 art. 2).

Step by step

  1. Keep CCSS contributions current for the whole temporary period.
  2. Apply before the temporary card expires once three consecutive years are completed.
  3. Request a suspension before any absence longer than the cancellation limits.

Common traps

  • Gaps in CCSS cover can block the change and later renewals.
  • Absence rules count consecutive years outside the country; a suspension must be granted before leaving.
