Worked example

  • A buyer plans a ₡80,000,000 (about US$175,893.76) house. They obtain the uso de suelo certificate, have CFIA registered plans prepared, apply for the municipal licence and pay the construction tax of up to 1%, ₡800,000 (about US$1,758.94). If the lot came from a subdivision without a stamped plan, the municipality must refuse the permit.

Step by step

  1. Request a land use certificate from the municipality before buying.
  2. Check that the lot came from a stamped subdivision plan and has legal access and services.
  3. Have plans prepared by CFIA registered professionals and file for the municipal licence.
  4. Check environmental viability (SETENA) and protection strips along rivers and springs.

Common traps

  • Works without a licence can be demolished at the owner's cost.
  • The construction tax rate varies by municipality up to the 1% cap.
