The OEA program gives trusted companies fewer inspections, faster release and deferred payment. It is voluntary and free of charge, and lasts 3 years. Companies need 3 years of operations and 3 years of legal existence and RNC registration, or 1 year of the last two for the simplified certificate, plus a clean compliance record.

USD figures use the Banco Central de la República Dominicana reference selling rate of RD$60.8594 per US dollar for 28 October 2026, the latest row in its published rate file on the verification date and the rate Aduanas lists for 29 October 2026, rounded to the cent.

Worked example

  • Deferring tax on a US$100,000 customs value shipment for 15 days costs 1% of value: US$1,000 (RD$60,859.40), whatever the tax amount.

Step by step

  1. Check conditions and choose OEA-S or OEA-SS.
  2. Gap test against the user manual's security standards.
  3. File with the listed documents and prepare for validation visits.
  4. Maintain compliance and renew before expiry.

Common traps

  • The 1% deferral charge is on customs value, not on tax, so it costs far more than short term credit on many goods.
  • A pending investigation of shareholders or directors can block approval under art. 290.
  • Decreto 144-12 was the earlier OEA rule. Use the 2022 regulation first.
  • Status goes inactive if renewal is not finished in the 6 months.
