Many Paraguayan fines, fees and thresholds are not written in guaraníes but in jornales mínimos (the daily minimum wage, PYG 117,077 from 1 July 2026) or monthly minimum wages (PYG 3,044,000). Both move every July when the Executive adjusts the minimum wage on the CPI to June, so the guaraní value of a fine or fee changes with them. Foreign currency amounts are converted with the Banco Central del Paraguay reference rate, PYG 5,868.31 per US dollar on 28 October 2026.

USD figures use PYG 5,868.31 per US dollar, the Banco Central del Paraguay reference quotation for 28 October 2026 retrieved on the verification date. Conversions are for orientation only.

The rule

1. Minimum wage and jornal from 1 July 2026. Decreto 6225 of 17 June 2026 raised private sector minimum wages and daily wages by 5 percent over the amounts of Decreto 4122 of 27 June 2025, from 1 July 2026. The legal minimum wage for unspecified activities is PYG 3,044,000 a month and the jornal mínimo is PYG 117,077 a day; the daily wage of a monthly paid worker is PYG 101,467. Resolución MTESS 670/2026 regulates the decree and updates specified activities and professions in the same proportion.
Example: Monthly minimum PYG 3,044,000; jornal PYG 117,077; daily rate of a monthly worker PYG 101,467. / About US$518.72 a month, US$19.95 a jornal and US$17.29 a day for a monthly worker.Decreto Nº 6225/2026; Resolución MTESS Nº 670/2026, Decreto art. 1 and 2; Res. 670 art. 1, 2026-06-17 official text · verified 2026-10-28 · changed: From 1 July 2026 the minimum wage rose 5 percent to PYG 3,044,000 a month and the jornal to PYG 117,077.
2. How the minimum wage is adjusted. The Executive considers the minimum wage adjustment on the proposal of the Consejo Nacional de Salarios Mínimos (CONASAM), based on the year on year change in the consumer price index to June of each year and its impact on the economy; the labor authority sends the proposal before 30 June of each year.Ley Nº 5764/2016 amending Código del Trabajo art. 255, Art. 1 (Código del Trabajo art. 255), 2016-11-28 official text · verified 2026-10-28
3. Fines in jornales: companies and beneficial owners. Breaches of the beneficial owner registry law are fined 50 to 500 jornales mínimos for unspecified activities, or up to 30 percent of the profits or dividends to be distributed. Breaches of the share transfer transparency rules carry the same 50 to 500 jornal range.
Example: 50 jornales = PYG 5,853,850; 500 jornales = PYG 58,538,500 at the July 2026 jornal. / About US$998 to US$9,975.Ley Nº 6446/2019; Ley Nº 5895/2017, Ley 6446 art. 9; Ley 5895 art. 6, 2019-11-29 official text · verified 2026-10-28
4. Fees and fines in jornales: migration. The migration law sets residence fees and fines in jornales (for example an overstay fine of up to 6 jornales). The DNM schedule in force from 1 July 2026 under Resolución DNM 478/2026, computed on the PYG 117,077 jornal, charges 25 jornales (PYG 2,926,925) for permanent residence including change of category, 25 jornales for temporary residence under Ley 6984 including precarious residence, 20 jornales (PYG 2,341,540) for Mercosur temporary residence and 6 jornales (PYG 702,462) for overstaying.
Cost to do it: Permanent residence PYG 2,926,925 (about US$499); Mercosur temporary PYG 2,341,540 (about US$399); overstay fine PYG 702,462 (about US$120), cash prices.Ley Nº 6984/2022; Resolución DNM Nº 478/2026 fee schedule, Ley 6984 art. 87 and 100; DNM schedule, 2026-07-01 official text · verified 2026-10-28 · changed: Amounts rose on 1 July 2026 with the new jornal.
5. Thresholds in monthly minimum wages: company capital. Per the MIC comparison sheet, if an EAS's cash capital exceeds 1,200 minimum wages, 20 percent must be deposited at Banco Nacional de Fomento until registration.
Example: 1,200 x PYG 3,044,000 = PYG 3,652,800,000; deposit PYG 730,560,000. / About US$622,462 trigger and US$124,492 deposit.MIC SUACE company comparison sheet applying Ley Nº 6480/2020, EAS column, subscription and payment of capital, 2025-05 official text · verified 2026-10-28
6. Tax amounts are fixed in guaraníes. Unlike fines, the guaraní amounts in the IRE, IRP and RESIMPLE articles of the tax law (art. 27, 39, 62 and 69) are not tied to the jornal. The Executive may update them by the 12 month CPI to 31 December published by the Central Bank, but only once cumulative inflation since the law or the last update exceeds 10 percent, and updated amounts must be published before the end of January of the year they apply.Ley Nº 6380/2019, Art. 139, 2019-09-25 official text · verified 2026-10-28
7. The reference exchange rate. The BCP reference rate of the US dollar against the guaraní is the weighted average of interbank spot operations between 8:30 and 13:00 on the business day; rates for other currencies are arbitraged from that rate. On 28 October 2026 it was PYG 5,868.31 per US dollar, with PYG 1,094.92 per Brazilian real, PYG 6,534.36 per euro and PYG 3.82 per Argentine peso.
Example: US$10,000 = PYG 58,683,100 at the 28 October 2026 reference rate. / US$10,000.Banco Central del Paraguay reference rate methodology and daily table, Reference quotation table of 28 October 2026, 2026-10-28 official text · verified 2026-10-28
8. Free exchange market. The Central Bank's fundamental objectives are to preserve the stability of the value of the currency and to promote the efficiency, integrity and stability of the financial system; investors can buy and sell foreign currency freely under the free exchange guarantee of the investment law.Ley Nº 489/95 Orgánica del Banco Central del Paraguay as amended by Ley Nº 6104/2018; Ley Nº 117/91, Ley 489 art. 3 (text of Ley 6104); Ley 117 art. 6, 2018-07-03 official text · verified 2026-10-28

What common jornal and minimum wage multiples are worth from 1 July 2026 (USD at PYG 5,868.31)

Worked example

  • A company that files its beneficial owner change late is fined the minimum of 50 jornales. In October 2026 that is 50 x PYG 117,077 = PYG 5,853,850, about US$998. The same 50 jornal fine imposed in June 2026 would have used the lower Decreto 4122/2025 jornal.

Step by step

  1. When a norm says jornales or salarios mínimos, use the values in force on the date of the event: PYG 117,077 and PYG 3,044,000 from 1 July 2026.
  2. Watch for the new decree each June; the CONASAM proposal is due before 30 June and the new values usually start on 1 July.
  3. For US dollar amounts in law or contracts, use the BCP reference table for the relevant date unless the norm sets another rate.
  4. Keep tax thresholds in guaraníes as printed in Ley 6380 unless a CPI update decree has been published in January.

Common traps

  • Specified activities and professions have their own higher minimums in the Res. MTESS 670/2026 annex; the PYG 3,044,000 figure is only for unspecified activities.
  • The DNM bundles several items (for example change of category) into its 25 jornal residence fee, so it is higher than the 15 jornales printed in Ley 6984 art. 100.
  • Card payments of DNM fees carry a commission plus IVA on top of the cash price.
  • The BCP reference rate is an average of interbank deals; bank buy and sell rates for clients differ.
