Costs need a DIAN validated electronic invoice

Last verified: 2026-10-27 · Status: Stable

Abroad, a PDF or paper invoice usually supports a tax deduction; in Colombia sales invoices are electronic and must be validated by the tax authority (DIAN) before they are issued. Costs, deductions and input VAT are accepted only with invoices meeting the legal requirements, and purchases from suppliers not obliged to invoice need a support document generated by the buyer. Failing to invoice can close the business for 3 days, and invoices without requirements carry a 1 percent penalty up to 950 UVT.

USD figures use the TRM (tasa representativa del mercado) of COP 3,157.94 per US dollar valid on 27 October 2026, certified by the Superintendencia Financiera and published on datos.gov.co. Conversions are for orientation only.

The rule

1. The invoicing system comprises the sales invoice, equivalent documents and all electronic documents DIAN determines. Paper invoices are valid only when the issuer has technological problems preventing electronic invoicing. Electronic sales invoices must be validated by DIAN before issue to be recognised for tax purposes, and are deemed issued only once validated and delivered to the buyer. In credit sales the buyer must confirm receipt of the invoice and of the goods or services by electronic message.
Cost to do it: Technology provider or DIAN free tool; no per invoice government fee.
Example: A Colombian subsidiary selling COP 50,000,000 of services must issue a DIAN validated electronic invoice; a PDF invoice from its ERP is not an invoice for tax purposes. / About US$15,833.Estatuto Tributario, art. 616-1 as amended by Ley 2155 de 2021 art. 13, Art. 616-1, 2021-09-14 official text · verified 2026-10-27
2. To deduct costs and expenses for income tax and to credit input VAT, the taxpayer needs invoices meeting the requirements of art. 617 and 618 of the Estatuto Tributario. Where no invoice is required, the transaction must be supported by a document meeting the minimum requirements set by the government. Costs actually incurred in the year are accepted even if the invoice is dated the following year, provided the service or sale occurred in the year.
Cost to do it: Rejected costs raise taxable income at the 35 percent corporate rate.
Example: A COP 49,000,000 consulting cost backed only by a paper invoice from a supplier obliged to invoice electronically can be rejected, adding about COP 17,150,000 of income tax at 35 percent. / About US$15,516 of cost and US$5,431 of extra tax.Estatuto Tributario, art. 771-2 as added by Ley 383 de 1997 art. 3 (par. 2 added by Ley 1819 de 2016 art. 135), Art. 771-2, 1989-03-30 official text · verified 2026-10-27
3. For purchases from persons not obliged to invoice, including nonresidents not registered in the RUT, the buyer must generate a support document (documento soporte en adquisiciones efectuadas a no obligados a facturar) with DIAN numbering; when the buyer is an electronic invoicer, the document must be generated electronically under DIAN's technical conditions. For imports, the import declaration is the support document.
Cost to do it: No government fee.
Example: A Colombian subsidiary paying a foreign group company for IT services generates an electronic support document to deduct the cost. / Not a fee rule.Decreto 1625 de 2016, art. 1.6.1.4.12 as replaced by Decreto 358 de 2020 art. 1, Art. 1.6.1.4.12, 2020-03-05 official text · verified 2026-10-27
4. Issuing invoices without the requirements of literals a), h) and i) of art. 617 carries a penalty of 1 percent of the operations invoiced, up to 950 UVT. Not issuing invoices when obliged can lead to closure of the establishment: DIAN may close the premises for 3 days with official seals reading CERRADO POR LA DIAN when an invoice is not issued or lacks key requirements, among other cases.
Cost to do it: Penalty up to 950 UVT (COP 49,755,300 in 2026), or 3 days of closure.
Example: Invoices of COP 500,000,000 issued without a required element can cost COP 5,000,000 (1 percent), within the 950 UVT cap. / The 2026 cap is about US$15,756.Estatuto Tributario, art. 652 (Ley 223 de 1995 art. 44), art. 652-1 and art. 657 (Ley 1819 de 2016 art. 290 and Ley 2010 de 2019 art. 111), Art. 652, 652-1 and 657, 1989-03-30 official text · verified 2026-10-27

Worked example

  • A foreign parent bills its Colombian subsidiary monthly for management fees. The parent is not obliged to invoice in Colombia, so the subsidiary generates an electronic support document for each payment and keeps the contract and transfer pricing support. Local suppliers, by contrast, must send DIAN validated electronic invoices, and the subsidiary must confirm receipt electronically when it buys on credit.

Step by step

  1. Register in the RUT with the electronic invoicing responsibility and enable numbering with DIAN.
  2. Choose a technology provider or DIAN's free tool and test validation before the first sale.
  3. Configure accounts payable to reject non validated invoices from suppliers obliged to invoice electronically.
  4. Generate electronic support documents for purchases from nonresidents and non obligated persons.
  5. Send electronic receipt confirmations for credit purchases.

Common traps

  • An invoice is not issued until DIAN validates it and it is delivered to the buyer.
  • Payments to foreign providers still need a support document to be deductible.
  • Paper invoices are only a contingency for technological failures, not an alternative.
