Distributed generation and rooftop solar
Last verified: 2026-10-30 · Status: Changing
Resolución SIE-007-2026-REG of 19 January 2026 replaced the old rooftop solar rules. Distributors have 45 days to answer or the request is deemed approved, the 15% circuit cap is gone if studies support it, and year end surplus credit rises from 75% to 100%. Users under 10 kW now face a charge for use of the network.
USD figures use the Banco Central de la República Dominicana reference selling rate of RD$60.9007 per US dollar, as shown on its home page on 30 October 2026, rounded to the cent.

Old and new rules, according to the SIE
Worked example
- A store with 40 kW of demand starts a request in March 2026. It falls under the new regulation (art. 5 paragraph III), stays outside the charge for users under 10 kW, and can rely on the 45 day limit.
- A home with a 2019 contract keeps its terms until expiry. At expiry, the note says the network use charge applies, so model the savings without assuming the old terms roll over.
Step by step
- Size the system and confirm the demand band (under or over 10 kW).
- File with the distributor, on the digital platform once it is live.
- Provide a capacity study if the circuit requires it.
- Track the 45 day period and keep proof of filing.
- Install the meter and sign the interconnection contract.
- Claim Ley 57-07 benefits separately if eligible.
Common traps
- The text in force is a 146 page scan. The points on 45 days, 100% and 10 kW come from the SIE summary. Read Annex I before signing, since definitions of demand and credit sit there.
- The automatic approval depends on the digital platform and the procedures in force. Until the tools are ready, art. 5 paragraph I keeps the old procedures alive.
- Press reports name a start date of 1 November 2026 for one distributor to bill the charge. We could not confirm it officially, so treat it as unverified.
- Sales to third parties are a different activity. Distributed generation does not replace the concession regime in the page on electricity concessions.
