Every migration fee and fine in Paraguay is set in daily minimum wages (jornales), so the whole schedule moves with each minimum wage decree; from 1 July 2026 the jornal is PYG 117,077 and the DNM charges 25 jornales, PYG 2,926,925 (about US$499), for temporary or permanent residence. The DNM schedule is higher than the law's list because it bundles the provisional card and the change of category. Fines run from 6 jornales for overstays to 150 jornales per irregular foreign worker, must be paid within 30 days, prescribe after 2 years, and are appealed under the 2021 administrative procedure law.

USD figures use PYG 5,868.31 per US dollar, the Banco Central del Paraguay reference quotation for 28 October 2026 (planilla de cotizaciones of that day). Conversions are for orientation only.

Cash is accepted only in guaraníes; debit cards add a 2 percent commission plus IVA, national credit cards 2.5 percent plus IVA and international credit cards 3 percent plus IVA. 4. Procedure for fines. Fines are imposed by the DNM, transport company and employer fines after an administrative proceeding respecting due process. Fines are graded by the harm caused, the seriousness of the infringement and recidivism; repeat offences raise the fine by up to 50 percent. A fine must be paid within 30 calendar days of notice; once final, an unpaid fine can be enforced through executive proceedings before the civil and commercial courts of Asunción, with the resolution as enforceable title; the collection action prescribes 2 years after the fine becomes payable. Sixty percent of fines goes to the Treasury and 40 percent to the DNM's own budget.

5. Cancellation, voluntary or imposed. The DNM can cancel any residence by reasoned resolution for false documents or fraud, unjustified absence of more than 3 years for permanent residents or more than 1 year for temporary residents (unless authorized), at the holder's request, or for breach of the law; the foreigner must then leave within the period set or face expulsion. 6. Expulsion. When an irregular stay is detected the DNM may first order the foreigner to regularize, under warning of expulsion. Expulsion may be ordered for irregular entry, for staying after the deadline to regularize, for involvement in trafficking, terrorism, its financing, drug or arms trafficking, money laundering and similar offences, for genocide or crimes against humanity, or for acts against sovereignty or internal security. It carries a re entry ban of at least 5 years, which only the DNM can lift. Court actions in which the DNM is a party are brought in the courts of the Capital.

DNM fees and fines from 1 July 2026 (Ley 6984/2022 art. 87 and 100; Res. DNM 478/2026; jornal PYG 117,077; card price is the international credit card price with 3 percent commission plus IVA; USD at PYG 5,868.31)

Worked example

  • A foreign couple on temporary residence plan their move to permanent residence. Each pays permanent residence PYG 2,926,925 and the certificate PYG 234,154: PYG 6,322,158 for two, about US$1,077.
  • One spouse changed employer and address, so a change of information is added: PYG 234,154.
  • Paying by international credit card instead of cash raises each PYG 3,161,079 bundle to PYG 3,265,395.
  • If the minimum wage rises again in mid 2027, the same file will cost more in guaraníes; budget from the DNM table at the date of filing.

Step by step

  1. Check the DNM fee page on the filing date; it changes with each minimum wage decree.
  2. Bring guaraníes in cash to avoid card commissions, or budget 2 to 3 percent plus IVA.
  3. Keep every payment receipt; the DNM treats it as the only valid proof for regularization and re entry.
  4. Pay any fine within 30 calendar days of notice to avoid court enforcement.
  5. If a DNM decision is wrong, use the Ley 6715/2021 remedies or ask the DNM to revoke it on new facts.

Common traps

  • The law says 15 jornales for permanent and 10 for temporary residence, but the DNM charges 25 because it bundles the change of category and provisional card; budget from the DNM table.
  • Online procedures can only be paid by card, with the commission.
  • An unpaid fine does not stop departure but blocks the next entry.
  • Cancelling a residence voluntarily is a formal procedure with a fee; simply leaving does not cancel it.
  • Fees rise automatically with the minimum wage, most recently on 1 July 2026.
