Resolución JM 250828-02 art. 7, 15, 28, 32, 34, 36 and 38; amounts adjusted yearly

Worked example

  • An individual with a business may hold up to RD$225,600 (US$3,704.39) in an e money account (three times RD$75,200 (US$1,234.80)), and a company RD$300,800 (US$4,939.19) (four times).

Step by step

  1. Map the activity to a category: wallet, initiation, acquiring, sub acquiring or e money.
  2. Form an S.A. or S.A.S. and show the capital.
  3. Apply or register at the Banco Central.
  4. Comply with AML, security and trace rules.
  5. Use a test environment for a new product.

Common traps

  • Licensed payment firms cannot touch virtual assets, so a crypto feature can cost the licence.
  • Capital and limits are adjusted yearly by the Junta Monetaria, so check the latest figure.
  • A token sold to the public can still count as a public offering under Ley 249-17 art. 48.
  • Crowdfunding limits seen in commentary were not verified against the official text and are omitted.
  • No official crypto licence was found. A bill was reported, but its status could not be verified.
