Once a residence file is started, the DNM issues a certificate that lets the applicant obtain a provisional Uruguayan identity document from the Dirección Nacional de Identificación Civil (DNIC); this is the document employers, banks and BPS rely on while the file is pending. Every trip abroad before residence is granted needs a DNM re entry permit at UI 225.60 (about US$37.47) per trip; when residence is granted the applicant pays UI 55.70 for the migration certificate and gets the definitive card, with the first DNIC card for foreigners at UYU 456 from 1 July 2026. DNM fees are set in Unidades Indexadas and adjusted every six months, so the peso amount changes even when the UI figure does not.

USD figures use UYU 40.210 per US dollar (BCU, DLS. USA BILLETE, 27 October 2026) and UI amounts use UYU 6.6792 per Unidad Indexada (BCU, 27 October 2026), both from the BCU quotations service; UR amounts use UYU 1,940.77 (IMPO value table, September 2026, latest published). Conversions are for orientation only; DNM fees are set in UI and move with the index.

The rule

1. The DNM issues a re entry permit to people who leave Uruguay before finishing their permanent or temporary residence procedure and intend to return. The DNM sheet states it must be obtained for each trip while the residence is in process and is no longer needed once residence is granted; if the applicant does not appear in person, a notarial power less than 180 days old and a copy of the travel document are required.
Cost to do it: UI 225.60 (about UYU 1,507 or US$37.47) per trip.
Example: A manager with three trips to São Paulo while the residence file is pending pays three permits, UI 676.80 or about UYU 4,520. / About US$112.42 for three trips.Decreto Nº 394/009; DNM sheet Permiso de reingreso (updated 13 July 2026), Decreto 394/009 art. 15; procedure sheet, 2009-08-24 official text · verified 2026-10-27
2. On starting a Mercosur or family based file, the Ministry of the Interior through the DNM issues the certificate the applicant presents to the DNIC to obtain a Uruguayan identity document; for the arraigo programmes the start of the file gives a certificate for the provisional identity document as resident in process and the grant gives one for the definitive document. The DNM will not renew the identity card as resident in process unless all requirements for granting residence have been met.
Cost to do it: Migration certificate for the identity document UI 55.70 (about UYU 372 or US$9.25).Decreto Nº 45/023; Decreto Nº 239/026; DNM sheet Residencia Legal Temporaria, Decreto 45/023 art. 3; Decreto 239/026 art. 5; procedure sheet, 2023-02-08 official text · verified 2026-10-27
3. The first Uruguayan identity document for foreigners is issued by the DNIC on appointment, in person; children under 9 collect it the same day and others from five business days after the appointment, within 90 days. Payment at DNIC offices or collection networks is in pesos, cash or debit, and appointment refunds are not made after 90 days.
Cost to do it: UYU 456 (about US$11.34); payment through Red Pagos, Abitab or Correo Uruguayo carries extra operating costs.DNIC procedure sheet Documento Nacional de Identidad primera vez (personas extranjeras), Costs and delivery (values from 1 July 2026), 2026-07-01 official text · verified 2026-10-27
4. Within 30 days of obtaining the identity document, an employee must prove registration with the social security bodies; the self employed must prove BPS and DGI registration, to complete the residence requirements.Decreto Nº 394/009, Art. 42, 2009-08-24 official text · verified 2026-10-27
5. Renewals and extensions: temporary residence renewals must be requested within the 90 days before expiry (temporary Mercosur residence: two years, renewable once in the same window); visitors extend their stay at least 15 calendar days before it ends. DNM amounts are based on the UI, whose value is adjusted every six months.
Cost to do it: Visitor extension UI 225.60 (about UYU 1,507 or US$37.47) in time or UI 345.00 (about UYU 2,304 or US$57.31) late.DNM sheets Residencia Legal Temporaria, Temporaria Mercosur and Prórroga de permanencia temporaria, Procedure sheets (updated 20 October 2026 and 15 July 2026), 2026-10-20 official text · verified 2026-10-27
6. Public bodies may not require documents or certificates whose information they can obtain through secure digital means from other public entities; the DNM sheets cite this decree, state that no requirements beyond those published may be demanded, and provide a complaint channel.Decreto Nº 353/023 (regulation of Ley Nº 19.355 art. 76), Art. 1, 2023-11-09 official text · verified 2026-10-27

Worked example

  • Total first year government cost for a non Mercosur executive on temporary residence who travels abroad twice before the grant: filing UI 557.30, certificate UI 55.70, two re entry permits UI 451.20, total UI 1,064.20 (about UYU 7,108), plus the identity document at UYU 456: about UYU 7,564 or US$188.11.

Step by step

  1. 1. After the DNM audience, collect the certificate and book a DNIC appointment online, by phone, through the Tuapp app or a collection network.
  2. 2. Attend in person with the certificate and identity document; collect the card from five business days.
  3. 3. Register with BPS (and DGI if self employed) within 30 days.
  4. 4. Before any trip while the file is pending, request a re entry permit online or at the DNM and carry it.
  5. 5. When residence is granted, pay UI 55.70, then renew the identity card as a resident.
  6. 6. Diary renewal windows: 90 days before a temporary residence expires, 15 days before a visitor stay ends.

Common traps

  • Leaving Uruguay without a re entry permit while the residence file is pending.
  • Letting the provisional card expire with documents still missing: the DNM will not renew it until every requirement is met.
  • Paying the DNIC appointment through a collection network adds operating costs, and refunds are not made after 90 days.
  • Quoting fees in pesos in budgets: DNM fees are UI based and change every six months.
