Social security agreements in Uruguay: totalization, postings and which countries are covered
Last verified: 2026-10-27 · Status: Stable
Uruguay coordinates pensions with other countries through the Mercosur Multilateral Agreement (Argentina, Brazil, Paraguay), the Multilateral Ibero American Convention applied by 13 states including Spain, and bilateral agreements with 21 countries or provinces including the United States, Canada, Germany, France, Italy and Quebec. These agreements let workers add periods of service in both countries to qualify for a pension, and under the Mercosur agreement a professional, technical or managerial worker posted for a limited time stays under the home system for up to 12 months, extendable only with the host authority's consent. Agreements with Russia, Finland, the Czech Republic and Australia were not in force according to the BPS report on data to December 2025.

Example: An engineer of a Brazilian company posted to Montevideo for nine months keeps paying into the Brazilian system under the posting certificate and is not enrolled in the BPS for that period.Acuerdo Multilateral de Seguridad Social del Mercosur, approved by Ley Nº 17.207, Agreement art. 5, 1999-09-24 official text · verified 2026-10-27

Worked example
- A manager of an Argentine company is posted to the Uruguayan subsidiary for ten months: under Mercosur agreement art. 5 the manager stays under the Argentine system for the posting and the Uruguayan entity does not enroll the manager with the BPS for pensions; a longer stay needs the Uruguayan authority's prior consent, otherwise Uruguayan contributions apply. For the Argentine side see The Argentine Thread guide.
- A Spanish national who worked 20 years in Spain and 12 in Uruguay can add both periods to qualify for a pension under the Ibero American framework, each country paying its share.
Step by step
- 1. Check whether the home country appears in the BPS list of agreements in force.
- 2. For postings, request the certificate of coverage from the home institution before the transfer starts.
- 3. Diary the end of the posting period (12 months under Mercosur) and request any extension in advance.
- 4. If no agreement applies, enroll the worker with the BPS from the first day of work in Uruguay.
- 5. Keep records of service periods to support future totalization claims.
Common traps
- Australia and Finland agreements had been signed but were reported as not in force at December 2025; do not rely on them yet.
- The Mercosur posting exception covers professional, technical, research and management roles, not every worker.
- Totalization helps qualify for a pension but each country pays only its own share.
- Tax and social security are separate: a posting certificate does not change personal income tax residence.
